I suggest the OECD have not taken into account that the USA could be independent of outside energy sources before 2018 and the major exporter of LNG by 2025.
This fact if in place would throw all their calculations out of the window, where they belong.
I also suggest the OECD take into consideration risk management of social disruption which at the moment is only at a relatively low level in China and India but will increase.
