MEXICO CITY, July 28 (Reuters) - Mexican construction firm ICA (ICA.MX) on Wednesday posted a second-quarter net profit of 252 million pesos ($19 million), down 12 percent from the year-earlier period. ($1 = 12.94 pesos at end June) (Reporting by Noel Randewich)
