North Korea state media announced Tuesday the country has successfully conducted a nuclear test.
South Korean officials confirmed the test-- the third since 2006.
Outgoing South Korean President, Lee Myung-bak called an emergency National Security Council meeting to discuss the incident. Defense Ministry officials said the country is on high alert.
In Japan, Prime Minister Shinzo Abe cut short a meeting to address parliament. (nats) And instructed people to prepare for the unforeseen.
