ROUGH CUT (NO REPORTER NARRATION) In a speech to the United Nations General Assembly on Sunday (September 27), Russian Foreign Minister Sergei Lavrov spoke out in support of ending the economic embargo on Cuba. Russia's top diplomat called the embargo an example of "unilateral action" in "violation of the U.N. charter." The embargo was imposed by the United States in 1960. Cuba estimates the embargo has caused $121 billion in damage to its economy. U.S. President Barack Obama reestablished diplomatic ties with Cuba in July, but the U.S. embargo can only be lifted by Congress. Lavrov also called for the U.N. to make action on climate change a priority. He called for the upcoming international meeting on climate change to set concrete goals for each country that are legally binding. The meeting will be held in Paris in December.
