ROUGH CUT (NO REPORTER NARRATION) STORY: A spat between Odessa regional governor Mikheil Saakashvili and Ukraine's Interior Minister Arsen Avakov brought the meeting of the country's National Reforms Council to a sudden halt as the minister tossed a glass of water in the face of the former Georgian leader in response to accusations of corruption. A heated dispute between the politicians flared during the council meeting in Kiev, at which Saakashvili said Avakov and the Ukrainian government are involved in corruption. "I will prove that you personally are a thief, I will prove that indeed the Cabinet of Ministers leads the corruption. I will never allow... Unlike you, I have no money, but I have an honour and a reputation," Saakashvili shouted, wagging a finger at his opponent. Video of the meeting uploaded by Avakov on his Facebook page on Wednesday showed politicians exchanging insults and pointing finger at each other. Ukraine's President, Petro Poroshenko, appointed Saakashvili the governor of Ukraine's southern Odessa region in May and granted him a Ukrainian passport. The Former Georgian leader vowed to fight corruption and dismissed many regional officials. On December 4, 2015 Georgia stripped Saakashvili of his citizenship, in a move one of his supporters described as part of a settling of political scores. Saakashvili came to power in a bloodless "Rose Revolution" in 2003 and steered Georgia on a pro-Western course that antagonized Moscow and culminated in a five-day war in 2008 in which Georgia was crushed by Russian forces. He is wanted in Georgia on charges including abusing his power and using excessive force against protesters in 2007, but Ukrainian prosecutors rejected a request to extradite him earlier this year.
