Hillary Clinton broke the rules in her use of a private email server while serving as secretary of state. That according to a report by the State Department's inspector general. It found Clinton's use of private email broke government rules and was not approved by security officials within the department. Clinton's use of a private email server for government purposes has prompted several investigations, including an ongoing probe by the FBI. The email controversy has hung over her Democratic presidential campaign for months. Republicans have used the controversy to suggest Clinton was trying to hide government records from scrutiny under public-access laws. The report also found "longstanding, systemic weaknesses" with State Department records that predated Clinton's tenure.
