NATURAL ROUGH CUT (NO REPORTER NARRATION) U.S. Vice President Joe Biden arrived in Latvia for a working visit on Tuesday (August 23). Biden was greeted by Latvian foreign minister Edgars Rinkevis and later met with President Raimonds Vejonis to discuss bilateral issues. He is scheduled to meet the presidents of the three Baltic states Lithuania, Estonia and Latvia and address the public at the National Library. The meeting comes at a date which is the anniversary of the 1939 Molotov-Ribbentrop pact, which split the Baltics and Poland between Nazi Germany and the Soviet Union, but also marks the beginning of the region's struggle to topple communism in 1989.
