ROUGH CUT (NO REPORTER NARRATION). STORY: Democratic presidential nominee Hillary Clinton said that the threat posed by North Korea requires a rethinking of the strategy after Pyongyang conducted its fifth and biggest nuclear test on Friday and said it had mastered the ability to mount a warhead on a ballistic missile, ratcheting up a threat that rivals and the United Nations have been powerless to contain. "I think it is clear that the increasing threat posed by North Korea requires not only a rethinking of the strategy but an urgent effort to convince the neighbors, most particularly China that this is not just a U.S. issues," she said. "And I think we have an opening here that we haven't had for the last years, that I intend to do everything I can to try take advantage of," she said. The former Secretary of State said, "We are also going to support and equip our allies in the region with the missile defense systems that they requite to protect themselves." The blast, on the 68th anniversary of North Korea's founding, drew a fresh wave of global condemnation. The United States said it would work with partners to impose new sanctions, and called on China to use its influence as North Korea's main ally to pressure Pyongyang to end its nuclear program. Under 32-year-old third-generation leader Kim Jong Un, North Korea has sped up development of its nuclear and missile programs, despite U.N. sanctions that were tightened in March and have further isolated the impoverished country.
