ROUGH CUT (NO REPORTER NARRATION) Russian President Vladmir Putin called on Thursday (December 22) to strengthen potential of Russia's strategic nuclear forces to enable them to neutralise threats the country may face. Addressing a gathering of the country's top military officials Putin said Russia must watch closely global developments and "make timely amendments to our plans in order to neutralise potential threats our country may face". In November, the Kremlin announced the plan to deploy S-400 surface-to-air missiles and nuclear-capable Iskander systems in the exclave of Kaliningrad in retaliation for NATO deployments. Shortly after Putin's address to the military, U.S. President-elect Donald Trump called for an expansion of the United States nuclear capabilities in a tweet that alarmed nonprolifiration experts.
