ROUGH CUT (NO REPORTER NARRATION) U.S. President-elect Donald Trump is vowing to repeal and replace Obamacare as soon as he is in office. Speaking at his first formal news conference since July, Trump said as soon as his health and human services secretary is approved, his administration will submit a plan to repeal and replace the Affordable Care Act. The law, popularly known as Obamacare, has enabled millions of previously uninsured Americans to obtain health insurance, but Republicans condemn it as a government overreach.
