ROUGH CUT (NO REPORTER NARRATION) The U.S. Senate on Thursday narrowly confirmed South Carolina congressman Mick Mulvaney to serve as President Donald Trump's White House budget director in a 51-49 vote that largely followed party lines. Republican Senator John McCain, who chairs the Senate Armed Services Committee that oversees defence programs, blasted Mulvaney in a Senate floor speech, saying the nominee had pursued "reckless budget strategies" that led to a partial government shutdown in 2013. McCain also lashed out at Mulvaney's efforts on military affairs, including a vote in 2011 that the Arizona senator said would have brought the immediate withdrawal of all U.S. troops from Afghanistan, ending a mission to prevent it from "becoming a safe haven for terrorists."
