British Prime Minister Theresa May said her offer for EU citizens living in the UK was fair and serious as EU leaders call it 'below expectations'. Rough cut (no reporter narration).

ROUGH CUT. NO REPORTER NARRATION. British Prime Minister Theresa May said on Friday (June 23) the offer she had made on the rights of EU citizens to live in Britain after Brexit was "very fair and very serious" and that her government would set out more detailed proposals on Monday (June 26). EU leaders greeted the offer made during a summit in Brussels late on Thursday (June 22) with a degree of scepticism and said many questions remained. President of the European Council Donald Tusk said on Friday that he thought the offer was "below our expectations and that it risks worsening the situation of citizens". Details of the arrangement would be part of the negotiation process, May said.
