Fitch: IBI Provides Revenue Buffer for Spanish Municipalities

(The following statement was released by the rating agency) Link to Fitch Ratings' Report: What Investors Want to Know: IBI, Core Tax for Spanish Municipalities here BARCELONA, January 11 (Fitch) Fitch Rating says in a new report that Impuesto de Bienes Inmuebles (IBI), the property tax in Spain, provides a revenue buffer during economic downturns. IBI is a fixed-rate tax levied on the registered value of properties, an asset base that demonstrates fairly low volatility during downturns. In the 2008-2014 period, Spanish nominal GDP fell 3.5% with estimated job losses of 13.9%, leading to negative performance of several taxes, such as personal income tax and VAT with double-digit declines. As a result, the municipal sector's revenue before debt declined by 7.1%. On the contrary, IBI grew 46.2% over this period. IBI is collected by Spanish local authorities, and has risen consistently for more than 10 years, in particular between 2009 and 2014, with a 31.8% growth. It has benefitted from Spain's considerable growth of housing units over 2004-2014 (a rise of as much as five million), which translated into a 28.3% enlargement of the registered real estate value base. The sector report explores the several reasons that make this tax resilient to economic cycles. The report also shows that municipalities could make further IBI gains, based on the gap between real estate registered and market values, with the latter being much higher. Although the gap narrowed during the global financial crisis as market values saw a steep decline about 2,000 of the total 8,125 municipalities in Spain are considering raising their cadastral values in 2017, which implies headroom for increasing the registered real estate asset base. The performance of IBI is subject to the growth of the registered asset base, its valuation and the tax rate applied, what renders it complex. The IBI collected by local authorities depends on the translation of real estate market price changes into registered values, which is non-linear and time-lagged, as well as on the rates applied by municipalities. Moreover, large differences exist in the management of IBI by Spanish municipalities, in particular on the political willingness to update the asset base, and extensive discretionary and non-discretionary deductions to the IBI fiscal base. This results in disparate IBI performances among Spanish municipalities. The report points out some of the differences across the largest cities in Spain.
