WASHINGTON (Reuters) - White House Chief of Staff John Kelly was “frustrated and deeply disappointed” on Wednesday at a reported leak of information saying President Donald Trump’s advisers had cautioned him not to congratulate Russian President Vladimir Putin upon the latter’s re-election, a White House official said.

The Washington Post reported that Trump did not follow specific warnings from his national security advisers, including a phrase in his briefing materials that said: “DO NOT CONGRATULATE.”
