Biographies

Name Description

Magued Osman

Dr. Magued Ibrahim Osman Ph.D. serves as Non-Executive Chairman of the Board, Representing the Government of the Company. He is the Executive Manager of the Egyptian Center for Public Opinion Research “Baseera", and a professor of statistics at the Faculty of Economics and Political Science, Cairo University. Osman served as the Minister of Communications and Information Technology (MCIT) in the caretaker government which was formed after the 25th January revolution in 2011. He has also served as Executive Director of Information and Decision Support Centre (IDSC), an affiliate of the Egyptian Cabinet, from 2005 to 2011. Osman was the Executive Manager of the Demographic Center in Cairo in 2004. Currently, he is the editor and lead author of the 2016 Human Development Report for social justice issues. Osman is a member of the National Council for Women and the Vice President of the Union of Arab Statisticians. He is the Chief founder of the Arab Network of Public Opinion Polling Stations and Coordinator for the Egyptian Initiative for Right to Information. He is a member of the Institut d’Égypte, and member of the Board of Trustees of the faculty of International Affairs and Public Policy at the American University in Cairo. He is Board Chairman of Trustees of the "Call" initiative for the development of Upper Egypt. Osman supervised the implementation of a large number of opinion polls and surveys, including global survey of values in Egypt and the Corruption Perceptions Survey in Egypt. He made his first public opinion polls to assess the Presidential performance and first-time post voting surveys. His research interests include measuring human development, governance and demographic studies, the role of think-tanks and future studies. He participated in the preparation of Egypt's vision for sustainable development to year 2030 “Egypt Vision 2030” and held the responsibility to develop the demographic strategy. Osman obtained his Master and Doctoral degrees from Case University in USA.

Adel Hamed

Mr. Adel Hamed is Chief Executive Officer, Managing Director, Director of the Company. He is also a member of Telecom Egypt's board, representing the Egyptian government. Prior to that, Hamed was the Chief International and Wholesale Officer of Telecom Egypt since August 2017. His scope included the commercial marketing, strategy development and execution of Telecom Egypt’s international and domestic wholesale business. In 2018, Hamed was able to seal various deals with domestic and international operators to secure and grow the company’s revenue streams for the long-term as well as seal agreements to enable the profitable operation of the mobile venture, in addition to playing a major role in the dispute settlement with domestic operators amicably in 2017 and 2018. He was also able to conclude a major deal in the international submarine cable business by his role in the purchase of MENA Cable and the closure of the Bharti deal, which capitalized on the purchase immediately and bundled with it existing TE assets to recover the investment in MENA Cable fully. Hamed is a Telecom Egypt veteran having served 20 years in the company assuming multiple roles. He first joined Telecom Egypt in 1999 as a network engineer, undertaking various roles and responsibilities before becoming the General Manager of International & Wholesale Business Operations in 2008. During this time he participated in the development of the long-term agreement model for international and transmission services with domestic operators, which was introduced for the first time and allowed Telecom Egypt to secure such revenue stream for the long-term starting 2009. In 2013, he was appointed as Director of International and Wholesale Technical and Operations Support, moving on to the role of Domestic Wholesale Director in 2014 before being promoted to Domestic Wholesale Business Unit Head in 2015 and Senior Director of Domestic Wholesale in April 2017.

Mohammed Shamroukh

Mr. Mohammed Hassan Shamroukh serves as Chief Financial Officer, Senior Vice President, Director of the Company.A.E. He has been with Telecom Egypt since 2002 holding various senior management positions. He has a well-rounded experience in Telecom Egypt having worked in various departments spanning operations, technical planning, corporate strategy and lastly finance. He started his career with Telecom Egypt as a networks engineer becoming the General Manager of Operations in 2007. As a Director of Corporate Strategy from 2009 to 2013, Shamroukh institutionalized corporate strategy in the firm building the company’s first long-term strategy and business plan assessing Telecom Egypt’s position in regards to the mobile license. Shamroukh represents Telecom Egypt in several boards including Vodafone Egypt, TE Data and Xceed. Shamroukh holds a Bachelor of Science in Electronics and Electrical Communication from Cairo University and an Executive Master of Business Administration from IESE Business School.

Antar Kandil

Mr. Antar Kandil is Chief Information Officer, Vice President at Telecom Egypt Company S.A.E. He was appointed Chief Information Officer in April 2014 and joined the executive team in 2017. Kandil has 19+ years of diversified experience in the field of Information Technology in Egypt and the United States across multiple sectors including FMCG, IT consultancy, shipping, oil & gas and lastly telecoms. He first joined Telecom Egypt in 2009 as the General Manager of Enterprise Resource Planning (ERP) Applications Development and the Head of Oracle relations for TE Group projects. In February 2011, he was appointed Director of IT Operations & Infrastructure. Kandil started his career in 1998, working for Aria Systems in the United States for 5 years, first as a Senior Systems Administrator for the Cairo office, and then moved to the New York office as the Information Technology Manager. In April 2003, Kandil joined Swift Group as the Group Information Technology Director. In May 2005, Kandil moved to Shell Gas & Power Company as the Head of Information Technology before joining Nile Company for Food Industries (Enjoy) in mid-2006, as the Group IT Director, a position he held for more than 3 years. Kandil holds a Bachelor of Arts in Business Administration from Alexandria University, Egypt. Kandil represents Telecom Egypt in several boards including TE Data, Xceed and Centra.

Essam Abdeldayem

Mr. Essam Abdeldayem serves as Vice President of Human Resources of the Company. He having served 17 years in the Administrative Control Authority assuming several high profile roles, last of which being Head of the Central Unit for Digital Transformation. His scope included ensuring the application of laws and policies, ensuring optimal staffing requirements and leading the recruitment process of high level officials, while monitoring and developing institutional performance across all organizational layers. During this time he worked with several institutions including the Egyptian Cabinet, the Ministry of Communication and Information Technology, the Ministry of Investment, the Ministry of Trade and Industry, the Ministry of Transportation, as well as commercial banks. Abdeldayem also participated in the execution of Egypt’s first national information infrastructure project, which is considered the main cornerstone of the digital transformation initiative of the country. Abdeldayem started his career as an officer in the Egyptian Armed Forces, where he served 12 years specializing in risk management. Abdeldayem holds a Bachelor in Military Science, a MBA with a specialization in Human resources from AAST and a DBA in Human Resources from Ain Shams University.

Mohamed Abo-Taleb

Mr. Mohamed Abo-Taleb is Vice President and Chief Commercial Officer at Telecom Egypt Company S.A.E. since September 2017. His scope includes Consumer and Enterprise Services, Brand and Communication, Sales and Customer Experience across all Telecom Egypt retail products including mobile, fixed and data connectivity. Abo-Taleb brings 17+ years of experience in the telecom industry both locally and internationally. Before joining Telecom Egypt, Abo-Taleb successfully led the transformation of The Post Distribution Company (PDC) as the Chairman & Chief Executive Officer since 2013 In February 2011, Abo-Taleb joined Orascom Telecom Holding (currently Global Telecom) to lead the Regional Sales Office overlooking the company ís African and Asian markets. He was also the acting Vice President for Sales in Wind Canada. Abo-Taleb started his work career in 2000 in Vodafone Egypt, where he held various positions within the company before being appointed the Consumer Sales Strategy & Development Manager in 2004. He then joined Etisalat Egypt in 2006 as the Head of Sales Operations & Strategy. Abo-Taleb holds a Bachelor of Arts in Commerce from Cairo University, Egypt and a Masterís degree in Business Administration from ESLSCA, France.

Seif Allah Mounib

Mr. Seif Allah Mounib serves as Vice President for International Wholesale of the Company. He was appointed to Chief International and Wholesale Officer in May 2019 having spent 17 years assuming multiple key positions within Telecom Egypt and was most recently Telecom Egypt’s Chief International Officer as of March 2016. As part of his role, Mounib enabled the company’s regional vision and objectives defining the international strategies of Telecom Egypt’s regional positioning and handling effectively all of the company’s bilateral relations across the international ecosystem. His scope included international voice and data, roaming, submarine cables and global data services. During the last three years, Mounib was able to seal several major deals in the submarine cable business, which served to secure a growing and strategic revenue stream for the company, while adding to its profitability. Prior to that, Mounib led the turnaround of TE Data Jordan, the only regional expansion fully owned by Telecom Egypt, into a success story by positioning the company as a regional data hub and acquiring considerable market share in the competitive Jordanian data market. He then joined Telecom Egypt’s international team in 2008 as General Manager of International Carriers Affairs. Mounib represents Telecom Egypt in several boards including TE Globe, TE France, MENA and TE Data Jordan. He holds a Bachelor degree of Economics from the American University in Cairo.

Tarek Al Zaher

Mr. Tarek Al Zaher serves as Non-Executive Member of the Board of the Company. He has been appointed to the Board of Telecom Egypt in January 2019, representing the government. He is the Chief of Staff of the Egyptian Signal Corps in the Egyptian Armed Forces.

Hussien Amin

Dr. Hussien Yousri Mohamed Gamal El-din Amin serves as Non-Executive Member of the Board of the Company. He is a Professor of Journalism and Mass Communication and Director of the Kamal Adham Center for Television and Digital Journalism at the School of Global Affairs and Public Policy, the American University in Cairo. He is an Honorary Alumni of the Annenberg School of Communication, University of Pennsylvania, and an Honorary Alumni of the School of Mass Communication and Media Arts, Southern Illinois University at Carbondale. He received his Ph.D. in Broadcast Communication from the Ohio State University in 1986. Dr. Hussein Amin has been invited as a Keynote speaker to international conferences and forums including the Global Fusion, Article 19, the European Union, UNESCO, and the European Parliament, and chaired the 2006 International Association for Media and Communication Research (IAMCR) conference. He is the editor in chief of the Journal of Arab Media and Society and former editor of the Global Media Journal. He is a well-known international scholar in the field of media and informatics and serves as a member of the board of advisors of prestigious international academic journals that include Journalism and Mass Communication Quarterly, Journal of International Communication, the Journal of Middle East Media, Journalism Practice and the Journal of African Media Studies. He works for many national and international boards including the Information Technology Institute, the Global Informatics Forum, the World Congress for Middle East Studies, and the HH Salem Al Ali AlSabah Informatics Award. His Research focuses on Media, Telecommunication, and Information Technology with a specific reference to the Middle East.

Mohamed Barakat

Mr. Mohamed Kamal Eldeen Barakat serves as Non-Executive Member of the Board, Representing Egypt Government of the Company. He is currently Deputy Chairman & Managing Director of Arab International Bank since October 2014. Barakat is over 37 years of professional banking experience. He has a strong record of achievement in Senior Managerial Positions. General Manager of Egyptian American Bank, Vice Chairman & Managing Director of Egyptian Gulf Bank, Chairman and CEO of Banque Misr from December 2002 till September 2014, Chairman and General Manager of Banque Misr Liban from May 2003 till April 2015, Chairman of Supervisory Board of Misr Bank Europe – Frankfort from December 2003 till June 2007, Chairman Banque du Caire from September 2005 till September 2011. Barakat was a Board member of Central Bank of Egypt December 2003-November 2011 during which was appointed as a member of the Banking Reform Committee and the Audit Committee, Board member of the Egyptian Banking Institute January 2003 till January 2016, Board member and elected Vice Chairman Cairo Amman Bank from 2005 till 2014, Board member of the Anti-money Laundry unit 2008 – 2014, Chairman of the Federation of Egyptian Banks from April 2005 till March 2011, Vice Chairman of the Union of Arab Banks from 2007 till 2013 , Chairman of the Union of Arab Banks from 2013 till April 2016, Advisory Board Member of Master Card International (Middle East & Africa) from March 2011 till date, Board member of Visa International (CEMEA Regional Board) from 2003 till 2008, Advisory Board Member of Visa - Middle East & Africa ( CEMEA Advisory Forum ) from 2008 till December 2010. Barakat holds a Bachelor degree in Accounting from Alexandria University in 1974 and an MBA degree from University of San Francisco – USA in 1977.

Hossam El-Gamal

Mr. Hossam El-Gamal serves as Non-Executive Member of the Board, Representing the Government of the Company. He is the Associate Minister for Networks and ICT infrastructure at the Ministry of Communications and Information Technology (MCIT). El-Gamal possesses over 20 years of experience in the ICT field, with international experience in management, integrated future technologies, and innovation and entrepreneurship areas. He has a proven track record in planning, implementing and following up on infrastructure and digital transformation projects in the Middle East and North Africa. Holding several leading positions in major international companies, El-Gamal served as Huawei Vice President for Strategy, Marketing and Solution Sales- Egypt. He was also the Regional Director of Business and Network Consulting Department, at Huawei Technologies, North Africa. During that time, El-Gamal supported the organization business growth, developed its business plans and created more values to its customers. Prior to joining Huawei, El-Gamal served as the Acting CTO and Capital Project Management Officer at MTN-Yemen, and was a member of MTN Strategic Development Team- Middle East and North Africa. He managed to develop overall strategies for the technology sections to be aligned with the organization’s strategic objectives. And served as well as a telecommunications engineer in United nations ( MFO) - EGYPT. El-Gamal graduated from Alexandria University in 1998, with a Bachelor of Science degree in Engineering. He received his Master of Business Administration (MBA) degree from Robert Kennedy College (RKC), Switzerland, in 2014. He completed the Global Advancement Program (GAP), University of Pretoria, GIBS Institute, South Africa in 2010. He is PMP Certified, from the Project Management Institute (PMI), USA, 2009.

Ibrahim Heikal

Mr. Ibrahim Tawfik Heikal serves as Non-Executive Member of the Board of the Company. Previously, Heikal was a member of the Egyptian Trade Union Federation, Assistant Treasurer of the General Union, the Youth Secretary of the Workers’ Union of the Egyptian Trade Union Federation, a member of the Workers University and a member of the Board of Directors of the Employment Training Fund led by the Ministry of Manpower and Immigration Heikal also served as Chairman of the General Union of Telecommunications Workers, Chairman of the Board of Directors of the Telecommunications Magazine and Chairman of the Trade Union in Kafr El Sheikh.

Ahmad Abu Ali

Mr. Ahmad Mohammed Jamal Abu Ali serves as Non-Executive Independent Member of the Board of the Company. He combines Egyptian and US legal education and practice, with experience in banking, commercial and corporate in both markets. In the US, he was involved in several corporate financing, leveraged buy-outs and corporate restructuring as an attorney with the Chicago law firm of Sidley & Austin. Abou Ali served as attorney of the Supreme Court of Egypt. He is also a partner in Hassouna & Abou Ali for legal consulting. He has special experience in corporate, commercial and financial law. He acts regularly as a legal advisor to the boards of several local subsidiaries of multinational companies and Egyptian joint stock companies. Abou Ali holds an International Law degree from Notre Dame Law School (London School of Economics - LSE), in 1979. Also holds a L.L.M (Master of Laws) degree from Harvard University, in 1985.

Lobna Helal

Ms. Lobna Mohammed Helal serves as Non-Executive Independent Member of the Board of the Company. She currently serves as the Deputy Governor of the Central Bank of Egypt (CBE), responsible for monetary stability. She joined the CBE in 2004 to develop and execute a full-fledged two phased banking sector reform program and was appointed in 2011 as a Deputy Governor of the CBE to be the first woman to assume such a role. In 2013, she moved on to become the Chairman and Managing Director of the Egyptian Mortgage Refinance Company (EMRC) before returning to the CBE in 2015 by a presidential decree to assume her current position. She started her career in the banking and investment banking sectors, having assumed roles in the Arab African International Bank, the Egyptian American Bank and EFG Hermes. Helal holds the position of non-executive Chairman for the Egyptian Mortgage Refinance Company and the Credit Guarantee Company. She is also a BoD member of the Guarantee and Subsidy Fund, Nasser Social Bank and the Social Housing Fund. Helal holds a Bachelor degree in Political Science and a Masters of Arts in Economics from the American University Cairo.

Mohamed Sultan

Mr. Mohamed Sultan serves as Non-Executive Independent Member of the Board of the Company. He has been serving as the Chief Operating Officer of the Commercial International Bank “CIB” since February 2015. He joined the CIB in 2008, assuming several senior management positions in the bank. Sultan led some of the bank’s most strategic transformational programs adding significant value to the existing technology, enhancing the bank’s infrastructure and introducing digital banking with the aim of providing superior services to the bank’s customers and allowing the business to grow smoothly while maintaining its role as a market leader. Prior to joining CIB, Mr. Sultan held the positions of Vice President of Branches Operations and Control Management at Mashreq Bank and Country Operations Head at National Bank of Oman. Sultan graduated from the Faculty of Commerce, Cairo University in 1995. He has attended several leadership programs in top business schools and is also an alumnus of INSEAD Business School.
