Oct. 21 - U.S. Secretary of State Kerry voices doubts about Iran joining Geneva talks on Syria and declines to comment on U.S. spying allegations on French citizens. Deborah Lutterbeck reports.

As the war rages in Syria, U.S. Secretary of State John Kerry in Paris says he does not see Iran playing a constructive role in Syria. The so-called Geneva 2 talks could come at the end of November. (SOUNDBITE) (English) U.S. SECRETARY OF STATE, JOHN KERRY, SAYING: "Iran has not accepted the implementation of Geneva 1. So it is very hard to see how Iran can be constructive in the absence of their willingness to come for the purpose of the negotiation. So if they accept Geneva 1 and want to be constructive in helping to set up a transition government, that's a different issue. But until that happens, it would be very difficult to see how it could be constructive." Kerry is in France following a report in Le Monde that outlined the depth and breadth of alleged spying on French citizens by the U.S. National Security Agency. (SOUNDBITE) (English) U.S. SECRETARY OF STATE, JOHN KERRY, SAYING: "Now I am not going to comment on the specifics, as a matter of policy we don't discuss intelligence matters, and lots of countries are engaged in the activity of trying to protect their citizens and the world. As the President, as President Obama said very clearly in a recent speech that he gave at the United Nations General Assembly just a few weeks ago, he said 'we in the United States are currently reviewing the way that we gather intelligence', and I think that is appropriate and our goal is always to try to find the right balance between protecting the security and the privacy of our citizens." The scope of the alleged spying may overshadow a relationship that has strengthened in recent years with Paris and Washington cooperating closely on national security issues.
