Russia casts 11th U.N. Syria veto, again blocking inquiry

Russia vetoed on Friday a Japanese-drafted U.N. Security Council resolution to extend by one month an international inquiry into who is to blame for chemical weapons attacks in Syria. Nathan Frandino reports.

NATS: "The draft resolution has not been adopted owing to the negative vote of a permanent member of the Council." For the second time in as many days, Russia vetoed on Friday a U.N. Security Council resolution on chemical weapons attacks in Syria. The Japanese-drafted resolution would have extended by one month a joint inquiry by the U.N. and the Organization for the Prohibition of Chemical Weapons into the blame for those attacks. With 12 votes in favor, the resolution would have passed, but permanent member Russia used its veto power and voted no. NATS: "Russia is wasting our time." U.S. Ambassador to the U.N. Nikki Haley (SOUNDBITE) (English) NIKKI HALEY, U.S. AMBASSADOR TO THE UNITED NATIONS, SAYING: "Russia's action today and in recent weeks have been designed to delay, to distract, and ultimately to defeat the effort to secure accountability for chemical weapons attacks in Syria." The inquiry, known as the Joint Investigative Mechanism, found the Syrian government used the banned nerve agent sarin in an April attack and chlorine in other attacks. It also blamed Islamic State for using mustard gas. Russia's Ambassador to the U.N. Vassily Nebenzia defended its vote, saying the inquiry had "fundamental flaws." (SOUNDBITE) (English) VASSILY NEBENZIA, RUSSIA AMBASSADOR TO THE UNITED NATIONS, SAYING: "The leadership of the mechanism disgraced itself with its fictitious investigation into an episode of sarin use in Khan Sheikhoun (Hon-chay-hoon), signed its name on baseless accusations against Syria." Without the extension, the inquiry into the attacks ends on Friday.
